Can a customer ask a web designer to make changes of a site and how much?

I contracted with a web designer to do re design of a web site. The contract was for 10 pages. Edit text fix translations (in Japanese). Translate and make some additions to conform to my English site. The designer sent me note saying all ten were done as well as many extras and wanted to be paid. In looking at the pages i can see some obvious things that need to be altered. Not asking for anything major. Old news in the news section, English typos. The designer refuses to do any further work without extra payment. I think this is unreasonable, but am being told this is the way it is in the business. Can someone fill me in on this. Am I reasonable to show my dissatisfaction and ask for minor modifications and corrections.

    if he has done work pay him a bit and when he has completed all the work pay hijm the rest as long as u like it

    If the designer has delivered exactly what you asked him for then he’s well within his right to ask for further payment to make more changes, otherwise people could just keep on asking for more changes to their sites without having to pay any more the web designers would basically become bankrupt.

    If however these changes you want are to fix mistakes he’s made, or to do stuff you did actually contract him to do the first time round, then he should do it for free as he’s not delivered what you agreed between you.
